At the time, TIR testing for semi-trailers was increasingly being scaled down by the Customs department because they were being used less and less.
However, many rental companies had customers who still transported to countries outside the EU, which still required a TIR certificate.
In consultation with the Customs department, options were sought to still be able to carry out TIR inspections in a reasonable manner, which even included making in-house arrangements.
